The Partnership Councils have a shared Corporate Management Team in place to deliver the Partnership’s Business Case and individual Council priorities.
Robert Barlow
Joint Chief Executive
Responsibilities: As Chief Executive, Rob is the main link between Councillors and Officers, promoting positive and open communications and ensuring strategic priorities are implemented in an appropriate and accountable manner.
Christine Marshall
Joint Deputy Chief Executive, Corporate Development and S151 Officer
Responsibilities: Christine is responsible for Corporate Development, Governance and Member Services, as well as the provision of strategic financial planning, financial accounting and financial advice. Christine also has responsibility for the SHDC Housing Revenue Account.
Adrian Sibley
Joint Deputy Chief Executive, Programme Delivery
Responsibilities: The shared role is split between the separate roles of project delivery (Adrian Sibley) and assets and facilities management (Andy Fisher). Andy and Adrian work together towards corporate tasks and functions. Adrian has overall responsibility for ensuring that significant projects such as the Towns Fund, Housing Delivery and the elements of the Capital Programme are delivered. Andy’s role includes overall responsibility for management of the Councils’ assets and direction of arms length companies. The role is a strategic one that works closely with the Growth Portfolio. Adrian is also Senior Information Risk Owner (SIRO) for the Partnership.

John Leach
Joint Deputy Chief Executive, Communities
Responsibilities: John has overall responsibility for the Communities Directorate, which includes many of the Partnership’s front facing services delivered directly to residents, such as refuse, recycling, street cleansing, housing, homelessness, environmental services and community safety. His responsibilities also include leisure and culture across the Partnership.
Pranali Parikh
Joint Director of Economic Development
Responsibilities: To deliver planning, economy and cultural development and drive forward the growth priorities for the Partnership to meet the needs of residents, businesses and visitors. To take the lead in delivering strategic priorities in relation to regeneration, development and place shaping alongside supporting economic growth and maximising any opportunities for external funding. This also includes being an integral link in establishing strategic partnerships with the public, private and third sector.
