Sub-regional Strategy

The first South & East Lincolnshire Councils Partnership Sub-regional Strategy – a collective alignment of priorities, aims and ambitions – has been approved by Boston Borough Council, East Lindsey District Council and South Holland District Council.

The approval of the strategy for 2024/25 – 2028/29 reflects the original business case of the Partnership which identified opportunities for greater alignment and collective working on strategic issues that are common for all the councils.

The Partnership – which is the largest of its kind in the country – formed in 2021 projecting savings of £42m over 10 years through more efficient ways of working, including sharing services.  Since being formed, the Partnership has attracted more than £180m in external funding to support services and investment in communities.

By working together, the Partnership has also resulted in a greater influence for the Councils at a regional and national level.

The strategy is the next natural step for the Partnership and replaces each sovereign council’s corporate strategy.

The bold and ambitious partnership of councils seeks to further joint working on key priorities as well as still addressing issues of local importance for each council area.

The Partnership priorities

The priorities for the Partnership as identified in the strategy are:

  • Growth and Prosperity
  • Healthy Lives
  • Safe and Resilient
  • Environment

The strategy also sets a corporate priority focussing on efficiency and effectiveness.

The document was approved following a period of public consultation as well as engagement with businesses and town and parish councils. The consultation was overwhelmingly in favour of the four Partnership strategic priorities.

Digital Strategy

In 2023, the South & East Lincolnshire Councils Partnership approved a digital strategy and ICT roadmap.

An aligned and implemented digital strategy was one of the top 10 priorities for the Partnership when it was formed.

By aligning the councils digitally will see improvements in how we work together across the three councils as well as offering a better online experience for our residents.

The Strategy recognises that to bring all ICT together across the Partnership is a long-term ambition and can’t be achieved quickly, but over time it will be possible to align processes and systems, bring efficiency savings and single-service teams Partnership-wide.

The first changes include Boston Borough Council joining the Microsoft 365 Cloud, an aligned RingCentral telephony system across the three councils and Assisted Self Service introduced for residents using our websites.

Communications Strategy

Communicating and engaging with our communities in a clear, concise and authentic voice plays a vital role for the Partnership.

We want our residents and partners to be truly involved in and informed of what we do, why we do it and what impact our work has on the communities we work on behalf of.

This strategy sets out clear goals and objectives and details how we work as a communications team and the principles that underpin our work.

This document describes our approach to key communication principles: external communications, media management and internal communications – as well as how we will achieve our objectives and how we intend to measure them.

Asset Management Strategy

As a Partnership, we recognise that effective use of our land and property assets form one of the essential ingredients for high quality service delivery and creating and ensuring value for our residents.

Our aim is to manage a well-planned and well maintained property portfolio, ensuring that we can demonstrate value for money and, more importantly, that by using our assets well, secure wide value for our community.

The South & East Lincolnshire Councils Partnership Asset Management Strategy 2023-2028 has been adopted by each sovereign council and replaces the highest level General Fund Asset Management Plan or Strategy at each council.

The purpose of the Strategy is to provide the strategic framework within which each council will manage its general fund land and property assets.

The strategy has a five year scope, with the five strategic priorities set out driving the monitoring, review and updating of the Strategy to ensure it remains relevant and fit for purpose throughout, and covers all of each Council’s operational and non-operational general fund assets.

Customer Experience Strategy

The South & East Lincolnshire Councils Partnership Customer Experience Strategy 2023-2027 sets out how we want to continue to transform our services to ensure we meet the needs of customers now and in the future.

The Partnership is committed to providing a positive experience that is accessible, simple and efficient to all our customers, whether they are residents, businesses, visitors, people who work in the area, community groups and charities or organisations working with the councils.

Workforce Development Strategy

The primary role of a Council is to protect and support the community’s people and places where there is a duty and a need to do so.

It achieves this by delivering a wide range of services that it is legally required to provide (statutory); and services that the Council decides are important to the community (discretionary) because they directly help vulnerable residents, contribute to health and wellbeing, or enable an environment to help people and businesses to contribute to achieving a prosperous and vibrant community.

The Workforce Development Strategy supports the Corporate Strategies of Boston Borough Council, East Lindsey District Council and South Holland District Council by:

  • Enabling and supporting colleagues across and within the three Councils to deliver the aims of the Corporate Strategies.
  • Establishing a healthy environment of trust and support across and within the three Councils.
  • Placing a focus on staff health and resilience.
  • Improving outcomes by focusing on people and place – customers, residents, elected members, partners and colleagues.
  • Delivering both integrated and locally delivered services and matching the right skills to the right roles.
  • Embedding an effective, visible and high performing leadership team to support each Councils’ employees and priorities.
